I.C.@Plan Town Planners is a Cape Town based company whose strength lies in the depth of experience, professional expertise, and collaborative vision of the founding partners — Ingrid Germishuys and Cornelia van Zyl. Together, they bring over five decades of combined experience in both public and private sector town planning across the Western Cape.

  • Before any application or development begins, we assess the viability of a site in terms of zoning regulations, and development potential. This study offers a practical overview of what can realistically be achieved on your property — helping avoid costly delays later in the process.

  • When a property’s current zoning doesn’t align with your intended use, we manage the full rezoning application process. This includes preparing the necessary documentation, engaging with stakeholders, and ensuring your proposal meets municipal and legislative requirements.

  • We assist in legally dividing land into separate portions, whether for development, sale, or transfer. Our team handles all technical submissions, layout planning, and regulatory processes required to obtain subdivision approval efficiently and effectively.

  • Starting with conceptual layout planning, we manage the design and application process required to formalize new developments. This includes aligning with spatial planning frameworks and coordinating with municipal departments to ensure compliance.

  • For developments that fall outside the standard zoning permissions, we facilitate consent use and temporary departure applications. 

  • We apply for and motivate deviations from zoning scheme provisions when minor changes are needed — such as building lines, coverage, or height restrictions — ensuring your project remains on track while still within legal bounds.

  • Outdated or restrictive title deed conditions can limit development potential. We manage the process of removing or amending these conditions through legal and planning channels, helping unlock the full value of your property.

In the construction and development space especially, we understand how drawn-out and bureaucratic the process can become and that’s exactly where our value lies. Through total involvement and hands-on collaboration, we work to accelerate and simplify the journey from concept to approval.

It’s this dedication and drive that has shaped our growth since our beginnings in June 2004. What started as a practice rooted in Somerset West has evolved into a provincial operation, built on trust, performance, and results. From mixed-use projects to group housing schemes, and high-density residential builds — our track record reflects a consistent ability to deliver, backed by years of focused experience.

Passionate Town Planner.

Ingrid obtained her Master’s degree in Town and Regional Planning from the University of Stellenbosch. She began her career in 1993 at the multidisciplinary firm TV3, where she gained valuable experience across a range of urban development projects.

 

In 2000, she joined Diesel & Munns, further expanding her expertise in strategic and statutory planning. In 2004, she co-founded I.C.@Plan Town Planners with Cornelia, establishing a practice rooted in integrity, innovation, and client-focused solutions.

Cornelia.

Cornelia holds an Honours degree in Town and Regional Planning from the University of Pretoria. She began her career in 2000 with the City of Cape Town, where she was involved in a broad spectrum of municipal planning initiatives.

 

Her experience in the public sector laid a strong foundation for strategic spatial development work. In 2004, she partnered with Ingrid to launch I.C.@Plan Town Planners, where the firm continues to lead projects with a strong emphasis on regulatory compliance and innovative urban solutions.
